The work of this contract consists of the general construction of an underground power line below approximately 4.8 miles of roadway. The project includes excavation, backfill, asphalt patching, conduit vaults, manholes, medium voltage cables, terminations, bridge crossing and other related construction. The project runs from approximately milepost 8.48 to approximately milepost 13.19 along the Paradise Road, between Nisqually Entrance to the Paradise Visitor Center. This project equired extensive traffic control and coordination with the Park Service personnel. The traffic control plan required that the road be closed for no more than twenty minutes at a time and restricted the lane closures to one. In addition the conduit trench had to be back filled at the completion of every day so no open trenches where left overnight. The traffic control issues related to this project and the lessons learned from the Mt. Rainier project will be directly transferable to most projects. The ground conditions have varied from glacial till to solid rock requiring the leap-frogging of locations to keep the progress on the project moving forward. Weather conditions have also varied from sunny warm days to heavy rain and cold conditions. Watts Constructors worked through the busy summer season at the park without incident and kept the disruption to park visitors to a minimum. The alignment of the electrical duct bank was in an environmentally sensitive mountainous area, and public and emergency services access had to be maintained throughout the project. Extensive trenching and road paving was performed in a variety of weather conditions from hot summer days through to winter conditions. This project was successfully completed on a very tight time schedule.
