The NOAA Pacific Region Center Ship Operations Facility contract was an extremely complicated waterfront project that provided a state-of-the-art operational pier facility for the Navy’s customer NOAA. The project was located on Ford Island, Pearl Harbor and included the rehabilitation of two large piers, installation of four new offshore mooring dolphins, and complete renovation of a historic warehouse structure Building 184. The purpose of the facility was to provide safe berthing and support facilities for NOAA’s three Pacific based research vessels.
