This design-build project included a landside component and a waterside component. The landside component consisted of a 20,000 SF two-story high-security acoustics monitoring laboratory. The laboratory was constructed on a wooded hillside overlooking Carlson Spit on the Hood Canal. All new infrastructure was constructed to service the building including water, sewer, power, and communications. The waterside component consisted of the design and construction of a pier extending out from Carlson Spit to a new fixed mooring location for a floating pontoon (a salvaged piece of the old I-90 floating bridge). The pontoon was connected to the pier with a new H-20-rated transfer span (hinged bridge) that allows vehicle and truck traffic to access the pontoon. Watts Constructors constructed mooring dolphins consisting of clustered deep water piles to permanently moor the floating pontoon and provide berthing for the M241 barge, a 40 foot vessel, 10’ x 60’ Range Crane Carge, 35’ work boat and various small skiffs. A 2,099 SF pre-engineered metal ships service support building and spare ship storage building were also constructed on the pontoon. The pontoon was connected to shore with a full array of support utilities including power, communications, water, sewer, and a sanitary sewer lift station constructed inside the pontoon that pumps effluent back up to the base sewer system.
